Embark Studios CEO Patrick Söderlund confirmed that the game uses an aggression-based matchmaking system. The game analyzes player behavior and tries to pair peaceful raiders who prefer PvE in one lobby with more aggressive players who prefer PvP in another.

Ways to increase your chances of getting into a PvE lobby
Don’t shoot at other players
Use weapons only against ARC vehicles . Even if you’re shot at, try to avoid return fire. It’s best to flee or use the “Don’t Shoot!” gesture to signal your peaceful intentions. It will take 5-6 matches of this type for the system to begin to take your behavior into account.
Share items
A simple way to establish yourself as a friendly player is to leave unwanted items in plain sight of other raiders. If they pick up the loot and use the “Thank You” option, it will positively impact your matchmaking rating.
